Stephane,
These examples prove the opposite of what you are arguing. The distribution 
channels for luxury cars and watches, or Apple computers are determined 
unilaterally and totally by the manufacturer - not by an external regulator. In 
other words, the wholesaler or mfr has their own choice of distributor. Some of 
them vertically integrate to control quality, others establish vetted networks 
of resellers, others don't. Glad to see you've jumped to the right side on this 
;-)

Where's this "real world" thingy you keep referring to? There are plenty of 
examples of other industries where use of an accredited (and therefore quality 
checked) reseller network is compulsory. For reasons of quality control for 
example, or even abuse and scam control. Luxury cars and watches are just 2 
examples. Apple computers is another.
