Just a couple more comments, small ones. 

Line 407 - remove the word "strict" -- I'm not sure that this word is 
meaningful and certainly my idea of exceptions was not limited to "strict" 
separation, but rather to any situation where a TLD is noticeably disadvantaged 
by a separation requirement. 

Annex B - My name is misspelled.  There is no "h" in my first name
