additional registry contracts.
In the 2003 round the incumbents (note the plural) were not
unrestricted in the pursuit of additional registry contracts.
If there is a real longstanding policy, it is that incumbents, the
beneficiaries of prior rounds, are not unrestricted as applicants in
subsequent rounds.
