Liz,

Can you please confirm that the group will be having a call conference next
Tuesday (April 15) at 15:00 UTC (which is 17:00 French time by my
calculations)?

If so, can you point out how to connect to the meeting?

We can get an update from Stacy Burnette, but here is a full description of
the program:
http://www.icann.org/whois/whois-data-accuracy-program-27apr07.pdf.  This
accuracy compliance activity is being undertaken by ICANN
services/compliance staff, and it is not being done for policy "benefit".
Staff may be using some outside resources -- I don't know the answer to that
-- but it is an ICANN effort, not an independent one.  It was included in my
September summary because it is a WHOIS study that is underway, and it may
yield data that is useful to the Council as well as for other purposes.

There were some suggestions in the recent comment period to study WHOIS
accuracy, so these suggestions are included in the suggestion summary that
Lorrie and I prepared.  I agree that it makes little sense to do
separate/additional studies on the same thing.  It is good to note this, as
has been done in previous Council discussions on the topic.  If folks view
WHOIS accuracy as a high-priority topic, then I suggest that we could invite
Stacy to brief us and learn more about the current status of ICANN's
accuracy study, and then explore whether that needs to be augmented in some
way to meet our needs.

Liz,

At issue is who will be conducting what studies?

If ICANN Staff has committed itself to a study on the
accuracy of the WHOIS directory by way of a person
soon to be hired, then this is somewhat different than
a study conducted by an independent third party for
the benefit of the GNSO and/or GAC.  Are we to have
two different studies by two different parties on the
same topic?

If we agree that one party or more parties should be
conducting an accuracy study, then that narrows the
field of remaining possible studies once the exact
remit for the first study is understood.

Can you make it very clear for us exactly what the
Contractual Compliance Manager intends to study?
