Subject: [gnso-workplan-subteam-policyimpl] Notes from our meeting
yesterday + doodle poll

Dear All,

Following our call yesterday, please find attached the mind map that aims to
capture some of our notes / discussions (in pdf and mmap version). To review
examples of work plans developed by other recent WGs please see:
* IGO-INGO PDP - https://community.icann.org/display/GWGTCT/Work+Plan+Drafts
* Thick Whois PDP WG - https://community.icann.org/x/5ZhwAg (for mind maps
see https://community.icann.org/x/AoBQAg)
* UDRP Domain Name Lock PDP WG - https://community.icann.org/x/LYgoAg (FYI,
you'll find attached the mind map that formed the basis for this work plan)
As you'll note, most of these work plans are developed based on an initial
outline of the approach developed via mind maps and/or WG discussions. Once
some of the basic questions are answered (e.g. what needs to be done to
answer the charter questions and how is the WG going to develop these
answers), it is relatively straightforward to translate this into a proposed
work plan, including expected timing and milestones. For our effort, based
on our conversation yesterday, some of the main questions that need to be
answered first in order to be able to develop the work plan appear to be:
* What needs to be done / understood before the WG can start tackling these
charter questions? (e.g. What basic materials need to be read, should
external material / experts be explored involved, do we need to create
working definitions for some of the concepts we are dealing with? - note,
some of this work is already in progress with the presentation later today)
* Is there linkage between charter questions i.e. do certain / all questions
need to be considered jointly, or can they be split up and worked on
separately? If work can be carried out independently, should this be done in
parallel or sequently?
* Is there one/more charter question(s) that would need to be addressed
first before the other charter questions can be answered?
* Would it be desirable to create sub-teams to carry out some of the tasks
identified and/or tackle charter questions? If yes, what process should be
in place for managing such sub-teams and ensure co-ordination with the
broader WG? Would it be desirable / feasible to have more than one sub-team
run at the same time?
* For each charter question what information needs to be reviewed /
gathered in order to be able to develop recommendations that are fact /
experienced based? How can such information be gathered?
* What would be an ambitious but realistic deadline for delivering and
completing this work?
* At what points in the process should community consultation be foreseen
and how can this be done most effectively?
In order to schedule our next meeting, please complete the following doodle
poll: http://www.doodle.com/puzrs3bgdt372x8c (as noted, policy staff has
some limitations next week due to our meetings in LA for which our
apologies).

With best regards,

Marika
