Michael, as you know, the policy team is in LA this week with back to back
meetings, so unfortunately we won't be able to assist with this task now. I
had a quick look at the graphic and it clear to me, so hopefully others will
be able to review it in the current format as well.

Nathalie:  Could you have someone prepare a cleaner version of the attached
notes for distribution to the sub-team.  This is a flow-chart of Policy and
Implementation based on the interesting Boundless lesson on the subject
found at

I realize this i somewhat in the area of answer rather than process, but I
believe it may be useful in charting proposed progress of Work Plan as well.
If nothing else, it is one of many resources which could be reviewed by a
sub team to provide contextual information as part of the Working Group
analysis.
