[gtld-council] Regarding input on technical criteria

It was a meeting of the GNSO's new-gtld committee.

As with most meetings, not all members could be present at once.

With respect to technical criteria - I expect that members of the
Committee should consult with members of their constituency and be ready
to report back to the Committee.   Any technical criteria should be
consistent with the ICANN mission and core values.

This is not intended to create a separate version of the process for
constituency statements.
