Liz, thanks for this document. While I understand the source document this
came from I think, I am not clear there was "strong support" for this
addition:
2.2 ....and public pre-evaluation hearings.
I personally do not believe this adds to objectives that pertain to
"streamlining", "predictability for the applicant", or "objectivity".
Or perhaps I am just not fully understanding the purpose of this step as it
is intended. But, my primary point is that I do not recall strong support
for this addition to the document. Perhaps others recall differently?

Summary
Colleagues
Please find attached an updated draft Recommendations Summary which
includes feedback from a number of participants and from the results
of the 5 October 2006 conference call. Thank you very much to those
who have helped with re-crafting and clarifying language.
Some of the responses I received fell into the category of
implementation issues which are being discussed, in detail, in a
series of internal staff calls.
I am happy to take further suggestions and improvements over the next
few days whilst I complete the drafting of the Final Report.
Note that this is a working draft and has no official status until it
is included in the draft Final Report.
