I believe this text derived from an email from Mawaki Chango, which was

I agree that there hasn't been the concept of "pre-evaluation hearings"
discussed elsewhere in PDP-Dec05, and suggest we remove that wording.

I think Mawaki's intent was that ICANN can use a range of approaches for
reducing the costs for new entrants, and he gave some examples -
including training workshops etc.
