Bruce, we had a discussion about the difference between "presumptive" and 
"expected"
renewal.
In the case of previous contract non-compliance neither of these would occur.

I had thought that the difference was:
presumptive renewal - awarding a monopoly in perpetuity unless there has been
non-performance.
expected renewal - a competitive re-bid which favours the incumbent.

If not this difference than what ?
