[gtld-council] Impact statements

Whatever freedom we wish to give to constituencies about impact statements, 
some Council
consistency would be beneficial for any PDP.

I propose this (clarification of what is intended to be in, and out of an 
impact statement)
is a work item for the review of the PDP - whenever that happens.
