Yes, I like the phrasing you suggest and also putting this as a
principle (but I'd be fine with it as a recommendation also if others
disagree).

This may be better as a principle. Just as we have principles about
making the process objective etc.
You might also want to word it as:
"The string evaluation process must not infringe the applicant's freedom
of expression rights that are protected under internationally recognized
principles of law."
Ie substitute the word "protected" for the word "enforceable".
