I write to confirm that the IPC supports the first formulation.
(Apologies for not speaking up during our discussion.  I've just
resolved technology issues that prevented me from doing so.)

        Colleagues

        The discussion about Recommendation 6 continued in a small group
call (with members from each constituency) this evening.  The first
formulation has the support of most and this language will be taken into
the Committee meeting tomorrow afternoon.

        Formulation One

        Strings must not be contrary to generally accepted legal norms
relating to morality and public order that are recognized under
international principles of law.
        
        
        Examples of such principles of law include, but are not limited
to, the Universal Declaration of Human Rights (UDHR), the International
Covenant on Civil and Political Rights (ICCPR), the Convention on the
Elimination of all forms of Discrimination Against Women (CEDAW) and the
International Convention on the Elimination of All Forms of Racial
Discrimination, intellectual property treaties administered by the World
Intellectual Property Organisation (WIPO) and the WTO Agreement on
Trade-Related Aspects of Intellectual Property Rights (TRIPS).

        This formulation is supported by the ISP, BC, IPC & Jon Bing.
The RyC representative dropped off the call but I have sent a note to
David Maher and Chuck Gomes asking for their specific answer to this
question.  The Registrar Constituency will provide commentary on the
whole package of recommendations. 

        Formulation Two

        Strings must not be contrary to generally accepted and
internationally recognized principles of law.  NCUC supported this
formulation and, on the basis of the support for the Formulation One
language, will be submitting a minority report.

        Avri Doria didn't support either formulation and will be
submitting a personal statement.  An invitation has been extended to the
ALAC representative, Alan Greenberg, to submit a personal statement.
