R Tindal comments on High Security Zone paper

I support this program, and commend the hard work done to date, but I believe 
the program's real value to consumers will not be known until after it is 
operational.  

As such, I am strongly of the opinion it should remain voluntary so that 
consumers in the marketplace have the ability to make their own assessment of 
the worth of 

the program and choose between high security TLDs and other TLDs.  If there is 
real consumer value in the program market forces will drive its broader 
adoption.
