The procedure and evaluation plans as outlined are using NS-records only.
Whether or not DNAME should be evaluated or tested as well is an open
question. The policy development communities are currently discussing
whether or not they would want to see aliasing as a solution. DNAME is as
you are aware one technical option that has been proposed to provide the
aliasing functionality - however decisions and evaluations leading to such
decisions have not been done from a technical standpoint as it is currently
awaiting the policy discussions.
