ICM have fulfilled all aspects of their gtld application -and this  
includes demonstrating support from the community. What more could  
possibly be needed?
To maintain credibility ICANN have to keep their part of the bargain  
and allow ICM registry the opportunity to host the .xxx domian name.  
This answer is clear, it is the only honourable and legitimate outcome.
