IDN ccTLD Fast Track is a bad idea Period.

Creation of new domains is like extortion. For example, Disney will
have to pay for disney.fun, disney.kids, disney.parks, disney.film,
etc. just to make sure that those don't turn into porn sites,
competitors or worse.  The international nature of the internet makes
legal solution to these cybersquatting issues even thornier.  If you
can't address these issues, DON"T ALLOW NEW DOMAIN NAMES.
