Contribution from ITU on Internationalized Top Level Domains
Dear Tina Dam, Thank you for your email announcing a formal call for contributions related to IDN issues. As you may be aware, the ITU has three formal intergovernmental resolutions that relate to deployment of Internationalized Domain Names. These include "ITU Plenipotentiary Resolution 102 (Rev. Marrakesh, 2002): Management of Internet domain names and addresses"; "ITU Plenipotentiary Resolution 133 (Marrakesh, 2002): Role of administrations of Member States in the management of internationalized (multilingual) domain names"; and World Telecommunication Standardization Assembly (WTSA) Resolution 48 on "Internationalized Domain Names". We have attached the texts of these three resolutions and request that they be posted on the ICANN IDN website. These resolutions guide ITU's mandate and activities related to management of Internet names and addresses and, more specifically, IDN issues. WTSA Resolution 48 notes that "there needs to be an in-depth discussion of the political, economic and technical issues related to internationalized domain names (IDN) arising out of the interaction between national sovereignty and the need for international coordination and harmonization;" and "that intergovernmental organizations have had, and should continue to have, a facilitating role in the coordination of Internet-related public policy issues;" It also instructs ITU-T "Study Group 17, in collaboration with other relevant study groups to study IDN, and to continue to liaise and cooperate with appropriate entities in this area," In this regard, we would also request that the matrix in the draft new gTLD questions considerations document, dated June 7 2005, which is also posted on the IDN site, make reference to consultation with ITU, in light of the above Resolutions. As a practical initiative toward the liaison and cooperative activities called for in the above Resolutions relating to IDN, we would like to propose that ICANN and ITU jointly organize a workshop in 2006 on this topic to consider how our two organizations could further enhance their cooperation on this challenging and complex topic.
