This petition from the IDNgTLDC is interesting and presents three fundamental
challenges to
the current GNSO structure.
IDNs
The business world strongly supports IDNs as a vital development.
But this is not in question.
Q: Is an IDN constituency a necessary condition for IDNs to develop?
A: No.

THE STRUCTURAL CHALLENGE
The IDNgTLDC proposes a membership of the following groups:
- commercial users
- non-commercial users
- registries
- registrars
- specialised government agencies.
Q: Does this fit with the Board's proposed future structure of GNSO Stakeholder
Groups?
A: No.

THE PUBLIC PRIVATE CHALLENGE
The IDNgTLDC may have members that are specialist agencies of government or
public-private
partnerships interested in IDN issues.
Q: Does this mean governments (via their agencies) may have a say in the vote
for the
selection of Board members via the GNSO seats?
A: Yes.

THE POLICY CHALLENGE
The IDNgTLDC is a constituency dedicated to one policy issue of many addressed
by the GNSO.
Q: How would the IDNgTLDC contribute to other GNSO policies such as ASCII TLDs?
A: ?
These Challenges must be resolved before this petition can progress.
