NCSG comments on IOC/RC protections

Attached please find the comments of the Policy Committee (PC) of the 
Non-Commercial Stakeholder Group (NCSG). The NCSG PC operates on the basis of 
rough consensus; voting members are all six NCSG Council members, the Chair of 
the NCSG, and two representatives from each formal constituency. In addition, 
the PC also includes one non-voting observer from each 
constituency-in-formation and a limited number of other non-voting observers as 
may be invited from time to time by the PC.
