*LACRALO Statement on the ICANN Consolidated Meetings Strategy Proposal*

LACRALO understands the difficulties that the staff in charge of ICANN
meetings is having to find suitable locations in some regions for the
setting of global ICANN meetings, especially due to the recent growth of
the community in size and scope. LACRALO appreciates the efforts taken to
revise the current selection system. However, it considers that it is not
the right time to make a revision, since there is   an open revision
process of the current Geographic Regions Framework, where the division
criteria for the ICANN regions could be significantly modified depending on
the outcome of this process.

Taking into account the new ICANN CEO - Fadi Chehadé -speech's in Toronto,
one of ICANN’s objectives is to focus on the internationalization of the
organization. Therefore, the lack of equitable regional rotation proposed
in the ICANN Consolidated Meeting Strategy would be attacking the new
management’s central objectives.

In the current Process for the Selection of ICANN Meeting Locations, the
regional rotation is respected equally, since every year and half in average
, a meeting is held in Latin America and Caribbean region. According to the
ICANN consolidated Meeting Strategy Proposal, the meetings in the region
would be held every three years, affecting the regional rotation equity,
thus local community members would have to wait longer to participate
personally in these meetings. This is a very long lifecycle, taking into
account that the mandate of the leadership in our region are of one or two
years.

This inequitable rotation between regions will have an impact on the real
participation of users and ALS members of Latin America and Caribbean, the
necessary interaction between community members and the Board that must
exist in ICANN public meetings, affecting the transparency that should
guide these meetings. It will also hinder the effective participation of
those self-financed people and organizations   attending those public
meetings, as every year they would have to travel to remote cities and
regions, making it more expensive to travel from their countries of origin.

We also consider important to underline that in most Latin America and
Caribbean countries, an admission visa is not required. This should be
considered as an advantage in comparison with the United States of America
and Canada. For that reason the opportunity to host ICANN meetings with
more frequency than every three years cannot be denied to countries in our
region.

We also consider important to include another possible negative impact of
the Consolidated Meetings Strategy Proposal and is referred to the ICANN
Fellowship Programme. One of the most important criteria which that has
been responsible for the success of this program, is the geographical
diversity of its participants and its proximity to the meetings location.
This has allowed the enrichment of the program with participants from all
ICANN regions in an equitably way throughout its lifetime. The consolidated
proposal would affect the possibility that new fellows from the Latin
America and the Caribbean region would be selected to participate in the
program, having to wait three years to be able to be part of it, which
would in turn impact negatively ICANN’s objectives of outreach and
empowerment.

LACRALO is convinced that an equal rotation between regions is important to
meet the functional, geographic and cultural diversity of Internet
established in ICANN Bylaws. Therefore, to respect the equitable regional
rotation we believe that it should continue using the current Process for
the Selection of ICANN Meeting Locations, and in the case of a rejection of
a particular region because it does not meet ICANN’s requirements to host a
meeting, then ICANN would go to the next scheduled region. The region that
is not selected would lose its turn this time, and it should wait to the
end of the five region cycle to run again. This way, the criteria for
regional diversity will be respected equally. We also consider it necessary
to revisit this approach once the Geographic Regions Framework is approved,
so it can be adjusted to new regional realities.

*Declaración de LACRALO sobre la Propuesta de Estrategia de Consolidación
de Reuniones de ICANN*

LACRALO entiende las dificultades que el Personal encargado de las
reuniones de ICANN está teniendo para encontrar lugares adecuados para las
reuniones globales de ICANN en algunas regiones, especialmente porque la
comunidad ha ido creciendo en el último tiempo en tamaño y alcance. Valora
los esfuerzos para revisar el sistema de selección actual. Sin embargo
considera que no es el momento oportuno para hacerlo teniendo en cuenta que
se encuentra abierto un proceso de revisión del Marco de Regiones
Geográficas de ICANN donde el criterio de división de regiones de ICANN
podría quedar considerablemente modificado dependiendo del resultado de
este proceso.

Asimismo, teniendo en cuenta el discurso del nuevo CEO de ICANN, Fadi
Chehadé en Toronto, uno de los objetivos de ICANN está enfocado en la
internacionalización de la organización. Por lo tanto, la falta de rotación
regional equitativa propuesta en esta Estrategia de Consolidación de
Reuniones estaría atentando contra este objetivo central de la nueva
gestión.

En el sistema actual de selección de sedes de reuniones la rotación
regional se respeta de manera equitativa, ya que cada un año y medio
aproximadamente se realizan reuniones en la región de América Latina y
Caribe. Con la propuesta de Estrategia de Consolidación, las reuniones en
la región se realizarían cada tres años afectado la equidad en la rotación
regional, ya que los miembros de la comunidad local deberían esperar más
tiempo para tener posibilidades de participar personalmente de dichas
reuniones. Esto es un ciclo de vida muy largo teniendo en cuenta que los
mandatos de los principales Oficiales de nuestra región tienen una duración
de uno y dos años.

Esta forma de rotación no igualitaria entre regiones impactaría en la real
participación de los usuarios y miembros de las ALSs de la región de
América Latina y Caribe, en la necesaria interacción que debe existir en
las reuniones públicas de ICANN entre los miembros de la comunidad y el
Board, afectando la transparencia que debe guiar a dichas reuniones.
Asimismo dificultaría la efectiva participación en las reuniones públicas
de aquellas personas y organizaciones que para poder asistir necesitan
financiarse por sus propios medios, ya que todos los años se debería viajar
a ciudades y regiones alejadas, y por lo tanto más costosas, de las
ciudades de origen.

También consideramos importante resaltar que en la mayoría de los países de
América Latina y Caribe no se requiere visa para su ingreso. Esto debe ser
considerado una ventaja al lado de países como Estados Unidos y Canadá, y
por dicha razón no se les debe negar a los países de nuestra región la
posibilidad de ser sede de las reuniones de ICANN, sino solo cada tres
años.

También consideramos importante incluir otro posible impacto negativo de la
Propuesta de Estrategia de Consolidación de Reuniones y es el referido al
Programa de Fellowship de ICANN. Uno de los criterios más importantes y que
ha sido responsable del éxito de dicho programa es el referido a la
diversidad geográfica de sus participantes y a su proximidad respecto de
las sedes de las reuniones. Esto ha permitido que dicho programa se haya
enriquecido con participantes provenientes de todas las regiones de ICANN
participando de sus reuniones de manera equitativa a través de sus años de
vida.  Con la propuesta Consolidada se afectaría la posibilidad de que
nuevos becarios de la región de América Latina y Caribe sean seleccionados
para participar de dicho programa, teniendo que esperar tres años para
tener la posibilidad de formar parte de él y de que ICANN cumpla con el
Outreach y el empoderamiento que son parte de sus objetivos.

LACRALO está convencido de que una rotación igualitaria entre regiones es
importante para cumplir con la diversidad funcional, geográfica y cultural
de Internet consagrada en los Bylaws de ICANN. Por lo tanto, para respetar
una rotación regional equitativa consideramos que se debe seguir empleando
el sistema de selección actual de sedes de reuniones, y que en el caso de
tocarle a una región que no presente opciones de sedes que cumplan con los
requisitos solicitados por ICANN para ser sede de una reunión, se debe
pasar a la región que le siga en el cronograma de reuniones estipulados. La
región en cuestión, perdería el turno en esta oportunidad, debiendo esperar
a que se cumpla el ciclo de las cinco regiones, para poder volver a
postularse. De esta manera, se respeta el criterio de diversidad regional
de manera equitativa. Consideramos también necesario volver a revisar este
criterio una vez que se haya aprobado el Marco de Regiones Geográficas para
quede ajustado a la nueva realidad regional.
