Summary and Analysis of Comments for a proposed .MOBI Contract Amendment
"Additional Equitable Allocation Options for .MOBI One and Two-Character
Domains"

Summary:

The comment period was open from 25 April to 25 May 2011; no relevant
comments were received. The public comment forum for the proposed
amendment can be consulted at:
http://forum.icann.org/lists/mobi-rsep-2010011/
However, earlier during the preliminary determination period of the
proposal, Andres Kello submitted a comment to the public comment forum for
the Registry Services Evaluation Process
(http://forum.icann.org/lists/registryservice/) opposing the .MOBI
proposal. He identified himself as past member of dotMobi Policy Advisory
Board (PAB), and the now-defunct dotMobi Advisory Group (MAG) Steering
Committee.

Mr. Kello stated that he supported the current method for the allocation
of one (and two) character names specifically via the Request for Proposal
(RFP) framework. He added that allowing .MOBI to allocate one and
two-character names via auction would fail in the .MOBI ecosystem as
evidenced by the poor end-user uptake and development of past premium
.MOBI domain names allocated via auction. He concluded that he would never
have supported that as PAB member and does not support it now.

Analysis:

Other than the earlier comment, the proposed amendment did not attract a
lot of attention in the community because no comments were received in the
public forum for the amendment.

A number of other gTLDs have already implemented similar allocation
methods. The proposed amendment would leave .MOBI in a similar position to
those gTLDs that have been approved similar services/amendments in the
past.

Next Steps:

ICANN will consider the proposed amendment to the .MOBI Agreement.
