No to URS system

The proposed URS system is a terrible idea.  While trademark holders
do need a way to protect their property from domain squatters,
innocent holders of domain names need protection from wealthy
interests who want to steal their property.  A one-person review is
inadequate protection for the innocent, giving the complainant control
of the seized domain is presumption of guilt, and a shortened
timeframe is unreasonable.  There are bad actors, and methods need to
exist to deal with them.  But we need to sufficiently protect the
rights of the innocent as well.
