Hello, I am writing regarding the proposed rules for applying the uniform rapid
suspension system to .net domains as part of the upcoming renewal of the .net
agreement. It is my opinion that organizations like the IPC would abuse any
power given to them in this fashion. Tools such as the DMCA have been overused
and abused to enforce draconian copyright rules when it is arguable that no
copyright was infringed, such as the case with fair use and other legitimate
exemptions. I am afraid that if the IPC were given the power to suspend domains
at will, they would do so without any due process, which is not fair to
legitimate domains that could be negatively affected by such an act.
Illegitimate sites that participate in copyright infringement can simply switch
to a new domain quickly as well, which would not significantly hinder their
operations.
Please leave copyright enforcement to the proper agencies that are responsible
for enforcing such laws, so that everyone involved is given proper due process
that is afforded to them.
