It has recently come to our attention that one of the applicants to be the
successor .net registry operator, Afilias, has submitted a comment to the open
.net forum which attempts to revise their official proposal (See
http://forum.icann.org/lists/net-rfp-afilias/msg00002.html) ("Comment"). The
deadline for submitting proposals was January 18, 2005. This new document comes
several weeks too late. More specifically, on February 2, 2005 Afilias'
General Counsel, submitted a comment to its own proposal that includes a link
to a revised proposal. This revised proposal corrects typos, introduces new
formatting to charts, and also makes other substantive changes. As just one
example, in Afilias' official submission, Afilias stated that it would have one
8 hour extended planned outage per year. However, via the document referenced
in its Comment, Afilias posted a new proposal for "0" hours of extended planned
outage.
Because ICANN's procurement process specifically did not allow for any
revisions of proposals after the deadline other bidders have appropriately
refrained from doing so. This requirement is particularly important given that
bids became public on January 21, giving bidders the opportunity to review
their competitors' proposals. We trust that ICANN will take appropriate
action, in order to preserve the integrity of the procurement process, and
instruct the independent evaluators to disregard any attempted changes to
proposals.
