Hello Alain,
Thank you for sharing this. I managed earlier to read the document you sent.
Here are some initial remarks:
"*The High At-Risk Mark must be distinctive and must not match common words
(e.g. in dictionaries of 10,000 common words) used in the six UN languages
(English, Arabic, Chinese, Spanish, Russian, French). (For example, marks
like Apple or Gap may not be eligible)*"
What about Amazon.com? Amazon.com is actually "one word"; what if someone
wants to register amazon.newgtld? Would that be possible?
What about acronyms? We at IICD face the same problem; we are the
International Institute for Communication and Development. Unfortunately
there is another IICD in the US, who has a relatively bad reputation, but
they are the Institute for International Cooperation and Development.
What about other names that are short words for something else; INTEL is
the short word of Intelligence.
What about people names in general? I am pretty sure that there are several
Amy Winehouses and Michael Jacksons out there that probably do not want to
"destroy" the stars' image, but because of pure coincidence they are
restricted in using their name in this manner.
I think there are a lot of questions that need to be asked before HARM can
be something "smart" and deliver results to the copyright holders.
