[npoc-voice] Defensive registration paper - Call for NPOC comments
Dear NPOC Colleagues, MelbourneIT - http://www.melbourneit.com.au/ - is asking NPOC members for comments: *"Looking at the new gTLDs that have been applied for, many of them are still associated with a business model of registering lots of second level domain names with registration rules similar to .com. While we think the framework of protections for new gTLDs is a significant improvement over the current system for most trademarks, we also recognize that it is not sufficient for well-known names like Red Cross, UNESCO etc. Melbourne IT believes that protections need to be strengthened to minimize the need for defensive registrations for names that are subject to frequent misuse online. Attached is Melbourne IT's paper on minimizing the need for defensive registrations. We would welcome any feedback that you may have. We have attempted to use the existing framework of protections - trademark clearinghouse, sunrise, trademark claims, URS, and WHOIS data - and added some more requirements for names that are at high risk of online abuse. We would like to have a meaningful discussion with other like-minded members of the community to attempt to reach a consensus document that most ICANN stakeholders could live with. We are approaching the various stakeholders in the ICANN multi-stakeholder community to try to get a critical mass of support to move this issue forward. We are adopting a similar approach as for the IRT team - that came up with the trademark clearinghouse and URS. We hope to get the NPOC's support in this initiative. We are planning to hold a workshop on Washington, DC on Tuesday 18 September in preparation for the Toronto ICANN meeting in October. I would love to have an NPOC representative attend if you are available. We are planning to invite key participants in the policy process from the GNSO, ALAC and GAC.
