  NPOC Outreach Plan 2012-2014

  Goal:

  Reaching and capacity building 10% of the worlds not-for-profit organizations

  Registering 5% of the worlds not-for-profit organizations as NPOC members



  (Some might say, that is impossible, on the other hand I think it can be done 
and what stops us at least to try? We also need to postulate and follow a clear 
goal, we cannot just go all the time with the lowest fruit. )

  Conceptual Thoughts:

  1)      NPOC outreach based solely on attracting and giving voice to 
not-for-profit organizations to ICANN Internet Governance issues is not enough.

  2)      NPOC in order to attract and engage not-for-profit organizations 
needs to provide a added value.

  3)      The added value NPOC can and should provide is raising e-readiness 
and capacity building of not-for-profit organizations.

  4)      E-readiness and capacity building in the context of NPOC is falling 
into two main categories of:  a) Strategic uses of ICT’s and b) Internet 
Governance.

  5)      NPOC needs partners to implement a program of e-readiness and 
capacity building that is coherent, with measurable results and impacts.

  6)   NPOC needs to implement these programs also in order to raise funds for 
its own operation and sustainability as the ICANN funds available are helpful 
but by no means sufficient to run the NPOC constituency is such a way and to 
such a level that it can make the quality contribution to the multi stakeholder 
Internet Governance debate that is expected of it.

  7)      NPOC’s natural partners for e-readiness and capacity building in the 
area of Strategic uses of ICT’s  is GKPF. (who else can be engaged???)

  8)   Who are NPOC’s natural partners in the area of Internet Governance?

  9)      NPOC, using GKPF as an enabling platform, together with ICANN should 
implement a global e-readiness and capacity building program for not-for-profit 
organizations.

  10)      GKPF’s role in the implementation of the e-readiness and capacity 
building program for not-for-profit organizations is to enable and co-ordinate 
the joint efforts.

  11)      Existing outreach and capacity building programs of ICANN should be 
respected and integrated in the overall execution of the plan as much as 
possible.

  12)   The program has to be promoted to the global not-for-profit 
organizations through a concerted mass media information campaign that uses all 
communication and information tools modern ICT’s offer.

  Program elements:

  The global e-readiness and capacity building program for not-for-profit 
organizations could  contain, besides others, the following elements:

  1)      4-6 annual information and outreach events that are promoted and 
accessible online and that take place at regular ICT meetings. The format of 
the events can change, (from open Q&A to formal lecture format), but always 
should address e-readiness/ strategic uses of ICT’s and internet governance 
related issues.

  2)      4 annual webinars that address e-readiness/ strategic uses of ICT’s 
and internet governance related issues.

  3)      6 weekly, 1-2 page issue related online Newssheet.

  4)      Outreach, capacity building and issue related appearances at 
conferences. Engagement and content creation orientated engagement with print 
and TV media.  Outreach, capacity building and issue related online community 
building!.

  5)      Existing or planned outreach, e-readiness/ strategic uses of ICT’s 
and internet governance related events  should be integrated into the program. 
These programs and events should stay independent but there should be a clear 
co-ordination and sharing of efforts.



  Program Duration: 

  Initial program duration 24 month, to be extended if successful after 18 
month impact evaluation.

  What input is required from the partners:

  All:

  ·         Mutual respect and understanding of the partners needs and motives.

  ·         A clear commitment to the overall program.

  ·         A commitment to multi sector approach.

  ·         Clear commitment to the implementation of win/win situations. The 
most important principle of the partnership is;”Nothing is implemented or done 
if it does not benefit ALL partners”.


  Expected Outcomes:

  Reaching and capacity building the largest possible number of the worlds 
not-for-profit organizations, (10% target).



  Registering the largest possible amount of the worlds not-for-profit 
organizations as NPOC members, (5% target).



  Provision of clear engagement opportunities with all things related to ICT 
capacity building and Internet Governance.



  Outreach beyond the global not-for-profit organizations, in particular to the 
private and governmental sector.
