Dear NPOC Colleagues,
This week NPOC is present at the Internet Governance Forum (IGF) in Baku,
Azerbaijan along with many other ICANN community members.
NPOC is being represented by Cintra Sooknanan from ISOC-Trinidad & Tobago
Chapter and NPOC Vice Chair, Marie-laure Lemineur from the Center for Study,
Analysis and Training in Human Rights and NPOC Program Committee Chair, and
Poncelet Ilelji of YMCA of The Gambia and NPOC Program Committee Co-Vice Chair.
The program committee has put together an excellent side session in cooperation
with the Global Knowledge Partnership Foundation. See below, and on our web
site<http://www.npoc.org/>, the details of the side session to be held on Nov.
9 at 09:00 a.m. - 10:30 a.m. Baku time (UTC/GMT +4 hours) including access
to remote participation links.

"Why is the participation of the social sector in the Internet Governance
important for everybody?"
Description:
There is an ongoing tension around the multi-sectored approach to Internet
Governance as practiced by ICANN and affirmed by the WSIS process in Tunis. One
of the main questions is if the social sector should be included in Internet
Governance at all; and if so to what extent.
The panelists will seek to provide answers to this question not only from the
civil society sector perspective, but also
from the private and governmental sector perspectives. The panel will
inevitably explore other questions such as; Are there insurmountable
differences in the different sectors approach to Internet Governance? or Can
Internet Governance only function well if there exists a symbiotic relationship
between sectors?
The panel discussion will aim to close down the debate with a final proposal on
how civil society can have improved interaction with other sectors involved and
more engagement in Internet
Governance processes.

* Hong Xue, Director of Institute for the Internet Policy & Law (IIPL),

* Osman Gunduz, President of the Azerbaijan Internet Forum, Director of
the Multimedia Center and lecturer of Internet journalism at Baku State
University.
* Poncelet O. Ileleji, Coordinator, the Gambia YMCAs Computer Training
Centre & Digital Studio. The Gambia.
* Theresa Swinehart, Executive Director of Global Internet Policy at Verizon.
* Marco Pancini, Public Policy Counsel at Google.
