Poncelet, et. al., The attached two pages are a set of text clips copied from the ITU documents for the Dubai meetings. I selected them (without editorial comment) because they flagged what appears to be a sensitive area of interest to both ICANN and the ITU. I did this very quickly so there is little explanatory text but I have added a small header to give the excerpts a bit of context. [FYI, my background is as a development economist with long standing interest in ICT for development and in particular how systems evolve in the face of challenges and opportunities, and this "frontier" looks to be one of those challenge areas.] The numbering area looks to be a bit like the long running border dispute between Ecuador and Peru (where maps show either no border or claim conflicting borders), or the long brewing conflicts over islands in the South China Sea (where China, Japan and others are in dispute). These border areas, here for ICANN and the ITU telecom and internet "numbering", tend be ignore until the areas take on importance as owned territory, as appears to be a growing concern here. There is a chance of course that I may be reading this all wrong. In terms of NPOC itself, I am focusing on multi-stakeholder model issues so this eventually important border area area will get mentioned barely and only in passing as I try to contribute something to the NPOC and ICANN multi-stakeholder governance issues. Lastly, mainly for your information Poncelet, I have recently become the Director of International Cooperation for the Society for the Advancement of Science in Africa (SASA) which is a bit over a year old and holding its first conference in Limpopo, South Africa, in April. SASA is in the process of registering in South Africa but has founding members the length and breadth of Africa. As soon as it is registered it will apply to become a formal member of NPOC and in collaborate in efforts to keep African ICT concerns on the agenda of ICANN and other relevant bodies.
