[npoc] NPOC membership Excel Matrix updated 14th Feb, 2012

Dear Robin, dear colleagues,

The NPOC website is updated with the link to the NCSG application template.
The pending members on npoc.org are those that I am aware of, short of
recent 3 applications online using the new form.

In the fall of 2011, we maintained a spreadsheet of the NPOC member
applications and dates of submittal, etc.  It was updated in Feb 2012. it
is attached.

The pending membership list, based on recent recruitments, should include:
