Hi Bruce,
Thanks for getting back to me on this.
With modesty and without intent to challenge the Board's GC to make
decisions as it sees fit, let me say that I am not sure this request is
getting the appropriate treatment nor that it is getting treated at the
proper level. The Nom Com has to carry out business as usual until the next
review in any case. So a simple addendum to the bylaws to allow NPOC an
NomCom voice would make sense, if ICANN is to have a level playing field,
and not doing so in a timely manner is making NPOC "less equal among
equals". John of course can say if that is possible or not, but I
understand that bylaws changes require Board Approval.
Getting the right structure for the nominating committee is highly
desirable of course, but it is really a different and longer term matter -
and not having NPOC on board soonest is skewing further the actual
structure to be reviewed, given that NPOC is now an operating Constituency.
I am of the management philosophy that you fix what you can fix now and
what you cannot fix now gets fixed later on. The short-term addition of an
NPOC rep on Nom Com should not get caught into this longer term
consideration. It is simply unfair!
That is my personal opinion. I will now carry this Board Governance
Committee's decision (to postpone a ruling on our request until some
unknown future date by passing it on to the Boar's SIC) to NPOC-Voice and
NCSG-Discuss and aggregate the feedback for your perusal and Ray's. NPOC
getting a voice on Nom com seems also to be of concern to other SGs in the
GNSO, so we will consult them too at some appropriate time. I can delay
these consultations if you think we need to talk this out more.
A final point: this decision also has repercussions on the resources
available to NPOC to participate in equal numbers as other Constituencies
in ICANN meetings. That is a secondary effect, but a real one nevertheless.
I have copied John on this as we have been dealing with him on this up to
now.
