Oh, then it may be my misunderstanding of what RE means.   So I guess  
we need to hear from others, especially those who supported this  
whether the definition of RE includes a notion of optional re-bid.  I  
thought that there had been a discussion and that those who proosed  
RE in the first place indicated that it did not.

But, as always, i might be wrong.
