Responses to the 5 questions posed.
1) Whether adequate opportunity exists for registrants to redeem
their expired domain names;
Yes. I have received reminders from a month before expiration to a
month after expiration, both from my registrar and registry.
2) Whether expiration-related provisions in typical registration
agreements are clear and conspicuous enough;
Problem with agreements is more that information on how to expire a
domain is not conspicuous enough: domains auto-renew and provisions
for cancellation are either antiquated or unclear.
3) Whether adequate notice exists to alert registrants of upcoming
expirations;
Yes. As noted in answer to (1), notice received one month prior to
expiration.
4) Whether additional measures need to be implemented to indicate
that once a domain name enters the Auto-Renew Grace Period, it has
expired (e.g., hold status, a notice on the site with a link to
information on how to renew, or other options to be determined);
No, and the suggestion of placing a notice on the site could be very
detrimental to registrants' commercial interests.
5) Whether to allow the transfer of a domain name during the
Redemption Grace Period (RGP).
As the registrant is effectively in default during the RGP, allowing
them to transfer the domain during this period would seem to be
giving them benefits they have not paid for. It could also possibly
be open to abuse (e.g. transferring to an affiliate at the end of
the RGP, to effectively extend ownership for the duration of RGP
without cost).
