Dear Sir,
As of now there is no security for personal identity or personal property (IPR) 
in this Cyber world.Every thing is possible which may some times cause 
irreparable damages to the registered domain names and the web sites.It is but 
natural that any person do not want to land in trouble just because he intended 
to do some public and social works for helping the persons in need.
It is true that because of using these privacy and proxy domain names there is 
a risk that anti social elements and terrorists create their own web sites by 
registering false domain names using this privacy and proxy domain service 
providers.
I feel it necessary that these constructive minds may be allowed to do their 
social and public works as they are acting in public interest .At the same time 
it is just and necessary to restrain these destructive minds from using this 
computer media to propagate and build their illegal net work.
So inorder to take care of both these above mentioned issues Let it be made 
mandatory to all the persons who want to register a domain name to submit to 
the concerned Registrar the following documents .A person may use any proxy 
name but his documents should reveal his correct identity so as to facilitate 
this organisation from scrubbing the anti social elements once for all.The 
identity particulars need not be shown in the Whois registry.The following are 
the documents to be made to submit by the applicant for registering a domain 
name.
 
i) A valid professional proof ,
ii) A  personal identity proof given by their nation or social security Number.
 
Let the registrars be directed to submit these relevant documents to scrutiny 
of the Vigilance department of ICANN within a period of 5 days from the date of 
registering the Domain Name.The reasons for asking these documents as proof of 
identity at the time of registering a domain name is as follows..
 
i)Valid Professional proof:
These days it has become a nuisance that a person no way connected with a 
particular profession just blocks the genuine persons from registering a domain 
name .For Ex.
Doctors,Lawyers are unable to register a domain name which has a direct nexus 
to their professional identity .When the general public enters domain name to 
get a medical or legal help they step into wrong area and are cheated by these 
non professional domain names and web sites.Instead of getting a timely medical 
help the public are getting sexual material and obscene material.Same is the 
case with legal domain names .When a person tries for legal help he is getting 
into a site consisting of bakery stuff and other immaterial stuff.By taking a 
professional identity it would be easier to check that the domain names 
registered has a direct nexus with the profession of the registrant.If there is 
no connection with the domain name and the professional identity he can be 
refused to get domain name.Secondly these members identity can be checked 
easily once an approach is made to the professional bodies where they register 
their professions.
 
II) Personal Identity Proof or Social security number:
This personal identity proof will help us from knowing the identity of the 
person and his particulars as submitted by him to the concerned officials of 
their country at the time of getting that personal identity card.So that there 
can be a check on the illegal registrations of the domain names and we can 
block the destructive minds from registering the domain names for their illegal 
and anti social activity.
