Re:  What can ICANN do to further improve the value
that the GAC and its individual members offer to the
multi stakeholder framework and addressing public
policy concerns?

The WSIS process demonstrated that individual
governments could post position papers during those
preparatory stages that precede a formal plenary.  The
broader Internet community has appreciated these
documents as they served as tools in the
consensus-forging process.  

To improve the value that the GAC offers, ICANN should
encourage governments to make public their stance on
issues within ICANN?s remit sufficiently in advance of
ICANN sessions so that the worldwide community may
derive benefit from an analysis of these positions.
