ICANN should specifically bar registrars from warehousing domains.
Registrars should not be allowed to take the expired domains of its
customers and keep them for themselves.
This practice seems to be barred under the current Registrar Agreement,
however is and has been taking place.
At least one registrar Tucows.com does just this, they just keep the
expired domains of their customers that they want to keep.
Tucows admitted to doing this on few blogs in the last year.
Here is one example:
this comment was posted at www.thedomains.com by Tucows employee Mr. Ken

"Iʼm thrilled to hear that the Auction was providing you with lots of
quality names to bid on. I point this out because some people seem to
feel that the fact that we move some expiring domains to our Portfolio
rather than to the auction means that the auction isnʼt worth
participating in. You clearly show that there are lots of opportunities
to find value in our expiring names auctions."

Mr. Schafer's comment is #4.
Not only ICANN should bar this practice, I believe it should also order Tucows,
Inc. to release all of the domain names they have already kept using this
practice in the last few years.
