I respectfully submit that due to nature of registries as critically necessary for operation of the DNS and hence the Internet, and the character of their operations s a "single point of failure" for that operation, that NO changes to the contracts or operations of registries be allowed by simple request of the registry. Simply put, any changes to such operations should be proposed, discussed, and brought to consensus or rejection identically whether they come from the groups represented by CBUC, IPC, ISPSP, NCUC, or even the At Large representation.
