If it's monopoly we're worried about, I'd like to suggest that it's the wrong
worry. There will be only one registry for .com, so the institutional
arrangement is already setup for monopoly. It's how to reward a registry for
good work. It's like a food vendor contract at an airport that's expanding.
What incentive does the vendor have to build out its facilities to keep pace
with the increase in customers if it won't have some sort of right of renewal
when the contract expires? It would be all that hard work for nothing. I look
at the presumptive renewal as a reward for hard work.
