In the recent teleconf with ICANN staff registrars learned that VGRS
has spend 200M on registry development. The intention of the fund was
that it should be spent on general internet stability
improvements. The re-definition of this requirement (what benefits the
registry benefits the internet) appears to be quite odd. If this was
the purpose of the fund, it would have been completely unnecessary to
specify it in the agreement. VGRS would have spent the money anyway,
fund present or not. I do not think that the requirement has been
met. It is also diffcult to understand why the report is confidential
when the result should be public. An independent review of the
investments should be performed, rather than a 2-sentence comment on a
200M-question.
