Dear GNSO,
I write on behalf of the Czech Arbitration Court (CAC). CAC applied to
become a new UDRP provider and it is the .eu ADR provider (www.adr.eu). CAC
believes that UDRP could provide an efficient tool against infringing domain
tasting if UDRP Rules would enable electronic-only UDRP. The requirement of
signed hardcopies of a Complaint which must be delivered to the UDRP
provider before the commencement of a UDRP proceeding makes it practically
impossible to commence UDRP within the five day Add Grace period and to
block the suspected infringing registrants. Since the adoption of the UDRP
Rules many countries worldwide accepted in their laws a modern legal concept
of equality of electronic and hardcopy communication. It would be beneficial
to the Internet community if this modern principle is recognized also in the
UDRP Rules.
