make .pro a competitive TLD

Open up general registrations without restriction. This will start the chain
of events which will lead to .pro actually becoming a competitive and viable
domain.

Once unrestricted registrations are allowed, registrars will become
interested, and they will compete on price. When registrars compete on
price, the public gets interested. But only ICANN can set that first domino
in motion. Doing nothing is tantamount to condemning .PRO to obscurity -
eventually it will join the likes of .travel in the "in trouble" group of
TLDs.
