Verisign is a legalized robber?

Dear Sir/Madam,

According to this proposed settlement, we anticipate that fees for domain 
purchases could possibly increase to $0.50 per domain, plus an additional 7% 
per year above that. All pricing for technology services like phone call, 
internet connection, mobile phone, etc. are dropping under a fair competition 
environment.  How ICANN and Verisign justifies that the percentage of increment 
is fair and valid? 

==> The domain price shall be decreased over the years to close the digital gap 
for poor and rich nations. 

New domain price adjustment mechanism is totally unfair to end users.
