[soac-mapo] GAC Invititation

I have heard indirectly that a GAC member does not think that GAC
members are invited to participate in this discussion group.  I would
like to note that this group is intended to be a GAC/ALAC/GNSO group.
It was never intended to be a GNSO only group or a group led by the GNSO
but rather simply a forum for continuation of discussions that occurred
in Brussels regarding the new gTLD morality and public order
recommendation.

I will send the group list info and wiki address to the GAC and ALAC
chairs to make sure this is clear.
