[soac-mapo] IO objection triggered by GAC or ALAC

In previous discussions we considered the idea of the Independent Objector (IO)
being required to submit an Objection if formally requested to
by the GAC or ALAC. Such an Objection would go through exactly the same
process as any other objection, and would have to meet
the same high standard for any rejection of the string.
I like this idea. What is the groups' current feeling on it?
