The new draft document asks for suggestions for the name of issue 4, to replace 
the use of DRSP.

My suggestion is simply "Contracted Expert Consultation". We don't need to add 
"Outsourcing of" since the term "outsourcing" occurs nowhere in the 
recommendation. In any case, the term is no longer appropriate; under the new 
recommendations ICANN is not outsourcing its own responsibility (of decision 
making) but simply getting itself help to make the best possible decision for 
itself.
