Dear all,
As a follow-up from last week's discussion about final report format, and in 
preparation for item 6 on tomorrow's draft agenda, please find attached a 
"Final Report Shell" draft, crafted with a similar outline to GNSO reports.
It's just a beginning for your views on the overall structure at this point - 
although some of the admin stuff ("the hamburger buns") is included, it's far 
from complete in that respect. And, obviously, "the meat" needs to be added as 
well.
