This text is all-inclusive- "any donor"  means the funds could come  
from anyone, at any time, through any channel.

Great idea, however, the creation, hiring, raising of $10,000,000 and  
implementation of such a program most likely will not be complete by  
the time the first application rounds opens.
I suggest we simply add the donor development recommendation as an  
additional bullet point:
> o "Establishing relationship with any donor(s) who may be able to  
> help in first round with funding;"
> o "Recommend adding a donor development program to support qualified  
> applicants.
Do not include the the rational text ("Therefore, the Working Group  
recommends.... .... user communities through earned and paid media.")  
as these two paragraphs are beyond the scope of our work and raise  
several potential roadblocks.
