Thanks for this.

I think you are right, but I want to make sure that we have the right items on 
the list.  I think the GNSO Council procedure is a little more strict that the 
ALAC procedure, in terms of having a motion worded and published a week before 
the meeting.  

I personally would like to see us get it on the next meetings agenda, which 
means Rafik submitting it tomorrow.  That is why I introduced the shell of a 
motion last week.  We do not need to worry about all the whereas clause that 
seem to have become a fact of life in the GNSO explaining how we got here and 
what the issue is, but I want to make sure we do not have issues with the list 
of activities.
