Eric,
I was wondering if you could point me to the document/standard by
which ICANN is to "disregard" public comments?
Having participated in ICANN since it's creation I am aware of no such
standard.
However I am always rather to learn new things.

any part of the Milestone Report.
Having listened to the same person misuse the open comments period
in the GAC-Board session at Cartegena to draw attention to a claim
by his group that his group uniquely holds a Treaty Organization's
authorization to apply to ICANN on behalf of a Treaty Organization
for a regional identifier, I cannot honestly excuse the conduct due
to unfamiliarity with the language, or purpose, of public comments.
The comments of Mr. Nebuyu should be given the same read-and-discard
treatment as Mr. Kirikos' earlier comment.
